This detailed study is possibly made for a large "Adoration of the Shepherds", considering the jacket of sheepskin and the man's attitude. It was rather common in the 17th century (especially in Antwerp and Rubens' workshop) that after preparatory sketches (like drawings and oil sketches) some of the main characters were elaborated. These "study-heads" were also usefull for other paintings and quite often we see the same models appearing in different works.
